Procedural Justice Vs. Just Ends

What if certain just ends can only be achieved by unjust means?  

Take global warming.  What if the only way to solve this problem is by enacting a kind of Greenpeace flavored fascism?  What if we can’t save the planet except under totalitarianism?

Should we choose planetary destruction or totalitarianism?  

(I don’t actually think these are the only two options.)
